Issue

The introductory text of CEM Annex B.6 'TOE Boundary' implies that the sponsor of an evaluation will always be the developer of evaluation evidence. This is inconsistent with other parts of the CEM.

Interpretation

CEM Chapter 2 sufficiently describes the role of the sponsor and role of the developer in paragraph 34 as follows:

The responsibility to provide all the required evaluation evidence lies with the sponsor. However, most of the evaluation evidence is likely to be produced and supplied by the developer, on behalf of the sponsor.

CEM Annex B.6 incorporated unnecessary and inconsistent references to the roles of sponsor and developer. These references are removed.


Specific Changes

To address this interpretation, the following change is made to CEM v1.0, Part 2:

The identity of what is evaluated will appear in the ETR, on the certificate, in the ST, and on the list of evaluated products. Although products are typically bought and sold, evaluations are concerned with TOEs. The following were agreed as the basis of definitions used in the CEM, along with their interrelationships and effects upon evaluations and certification.

Rationale

This interpretation removes unnecessary and inconsistent references to the roles of sponsor and developer.
